The Hong Kong On Screen Fiscal Sponsorship aims to help Hong Kong filmmakers or artists make their media projects. As a 501(c)(3) nonprofit organization, Hong Kong On Screen is eligible to collect tax-deductible contributions by donors in the United States and distribute them to selected artists. With rigorous oversight and extensive outreach, Hong Kong On Screen is uniquely positioned to help Hong Konger artists in need, ensure that the funds will be appropriately allocated, and support future Hong Kong cinema.

The selection criteria for projects are as follow:

  1. One of the main creative talents (director, writer, producer) must be a Hong Konger. “Hong Konger” is defined as an HKSAR passport holder, a British National Overseas (BNO) passport holder, a British Overseas Citizen passport holder, a Hong Kong Permanent Identity Card holder, an HKSAR Document of Identity for Visa Purposes holder, OR a descendant from a “Hong Konger” as defined by above; OR

  2. The shooting location is Hong Kong; OR

  3. The project is thematically related to Hong Kong.

The materials required for submission are as follow:

  1. A clear pre-production, production, and/or post-production plan and timeline; AND

  2. A clear budget and expenses report; AND

  3. A clear fundraising report of how much funding has been raised so far and how much funding you are seeking; AND

  4. A pitch deck of up to five pages containing a logline, synopsis, the format and length of your project, key crew biographies including any links to prior work, past credits, and accomplishments, and any artistic references; AND

  5. A director’s statement of up to 500 words, explaining why you want to make this project and how it is related to Hong Kong.

We welcome projects at any stage of production. Submissions can be made in English or Traditional Chinese.

We are open to projects all year-round with no regular schedule, and you will hear back on the status of your application within 4-6 weeks. We may also further contact you for any questions regarding your project. Please email all submissions in one .zip folder to submissions@hkonscreen.org, and include “Hong Kong On Screen Fiscal Sponsorship Submission” in the subject line. All selection decisions, including eligibility decisions, are at the sole and absolute discretion of Hong Kong On Screen and are final.

Once selected, Hong Kong On Screen will reach out irregularly to check on your progress, distribute the next round of funds, and ensure the funds are being used appropriately.

As the fiscal sponsor, Hong Kong On Screen will collect 3% of all incoming donations as a processing fee. There is no application fee.

Please note that the Hong Kong On Screen Fiscal Sponsorship is not a grant-giving scheme and does not award money from Hong Kong On Screen’s existing funds. While Hong Kong On Screen will promote your project to the best of our ability, we cannot guarantee your project reaching a certain fundraising goal. The timeline of the distribution of funds is at the absolute and sole discretion of Hong Kong On Screen, but we will adhere to your submitted schedule and/or the latest progress of your project. If Hong Kong On Screen rules that your project is irrevocably behind schedule or abandoned, Hong Kong On Screen will at first reach out to help resolve your issues, but also reserves the right to withhold and redistribute unused funds for usage towards the normal operations of Hong Kong On Screen or other purposes we deem appropriate.

銀幕·香港融資援助計劃旨在幫助新晉香港電影人或創作人製作他們的媒體作品。作為一個 501(c)(3)非牟利組織，銀幕·香港能夠在美國收集扣稅捐款，再發放給精選的創作人。銀幕·香港將會致力把關並且善用網絡，協助有需要的香港電影創作人，以及適當利用捐款，支持香港電影發展。

項目甄選準則如下：

  1. 至少一位主創成員（則導演、編劇、監製）須為香港人。「香港人」定義為香港特別行政區護照持有人、英國國民（海外）護照持有人、英國海外公民護照持有人、香港特別行政區永久性居民身份證持有人、香港特別行政區簽證身份書持有人，或以上定義人士的後裔；或

  2. 拍攝地點為香港；或

  3. 題材與香港有關。

申請材料如下：

  1. 一份清楚的前期製作、製作，以及/或後期製作計劃和時間表；及

  2. 一份清楚的預算及支出報告；及

  3. 一份清楚的融資報告，列明已收集的資金金額以及打算收集的資金金額；及

  4. 一份計劃書（五頁或以下），當中包括大綱、概要、項目的長度及類型、主創成員簡介、過往作品連結、往績、任何參考作品；及

  5. 一篇導演的話（750字或以下），陳述項目背後的意圖以及與香港的關係。

我們歡迎任何製作階段的項目申請。項目材料可選用英文或繁體中文。

銀幕·香港電影融資援助計劃將全年開放申請。申請人將於四至六星期後得知甄選結果。我們亦可能會進一步聯絡申請人理解項目的詳情。請將所有項目申請材料以一個ZIP檔案的格式電郵至 submissions@hkonscreen.org，並在電郵標題中寫明「銀幕·香港融資援助計劃申請」。所有甄選決定，包括甄選準則，將由銀幕·香港單獨和全權決定，亦為最終決定。

成功申請後，銀幕·香港將會不定時查詢你的進度、發放下一輪資金，以及確保資金被適當利用。

銀幕·香港將收取所有捐款的百分之三作行政費用。我們將不會收取任何報名費。

請注意：銀幕·香港電影融資援助計劃並不是一個獎金，亦不會發放銀幕·香港的現有財產。銀幕·香港將會致力推廣你的項目，但不能確保項目能夠達到任何融資目標。發放資金的時序將由銀幕·香港單獨和全權決定，但我們會採用你所提交的時間表以及/或你的最新進度。如果銀幕·香港裁定你的項目已不可逆轉地落後或難產，我們會先聯絡你協助解決任何問題，但亦保留停止發放剩餘資金的權利，以發放予銀幕·香港的正常運作或其他適當用途。
